Can someone pleasetell me how the superintendent thought he was going to get away with this?

I mean if it was meant as a joke that's fine (the humor is kind of this is kind of lost on me but it's the intent that matters, not whether or not I actually found it funny) but did he really think, in this day and age, when people are offended by every little itty bitty thing, there wouldn't be someone up on the high horse saying that they were offended?

How did someone so dumb climb the ranks and actually end up head honcho of a school system?
